    Because mangas and animes are predominantly made to be self-insertable escapism pits. That's how they get their money.
    It would be "problematic" to have that kind of marketing-base and have them self-inserting/relating to a morally grey, or evil character. After all, who knows? They might murk the new prime minister as well. lol
