some rich people with government connections know where this redevelopment is gonna happen this is called insider information. normally this is not made public to prevent them from buying those properties for cheap and then having tax payer money rise the land value. so the union has been cooperating with those big capitals interested in buying the redevelopment zone by making the property value drop by rising crime and violence in the area. but a news article about bad illumination related to the redevelopment project, brought to light the insider trading and such the big capitals had to drop out of the purchases and they are no longer interested in funding the union cause they won't be able to make their money back.
