He kept insisting that they are MORE than just base instincts now, and have evolved past them. But still have instincts they willingly choose to be bound by. That's not "evolving past" and more "mutating the instinct".
He actually SAYS this originally, stating their original instinct has changed to something else. But then, the next chapter focuses solely on still having the instinct but being able to move past it due to their individuality. If he wanted to actually evolve into a lifeform capable of making rational choice BEYOND that of instincts, he shouldn't INTENTIONALLY try to listen to his instincts and follow them blindly.
That's my main point. For someone who is glad to have moved past instincts, he's totally cool with just hopping to a different one instead.
