While AllMight is an amazing hero, his reign caused people complacency. It has been shown that civvies has been overly-dependent on Pro heroes, not bothering to reach out to others.
Deku and his generation are the greatest heroes and outperformed All Might because they did it together. The new generation change society itself into a symbol of peace. A world where people can believe in and trust each other, and those who are different (heteromorphs, those with creepy quirks) aren't as easily ignored or ostracised.
They're the reincarnations but not the people themselves. They are separate from their past lives. They are their own person. So they may have been their reincarnations, but we aren't supposed to sympathize with Hitker or Pol-pot but the users.
