Itou Kaiji, now debt-free but penniless, is staying at Mr. Sakazaki's new house. Despite the relentless flirting from Sakazaki's daughter, Mikoko, which Kaiji finds extremely tormenting, he continues to leech off the household. Sakazaki tries to evict Kaiji, even offering him 3,000,000 yen as a 'goodbye' gesture, suggesting they never knew each other. As Kaiji contemplates this offer, Miyoshi and Maeda, two allies he had helped in the previous part of the series, come to visit him.
