The world, now blanketed in sand, is a battleground between humans and the force behind Earth's ruin, the Sandbiters. The Sandbiters consume humans and command sand dragons. Only the Kingdom of Time remains unscathed, safeguarded by the Water Goddess. Kirameki, the heir to this kingdom, once ventured into the desert as a child and encountered Saga, a Sandbiter.
Eight years later, now a teenager, Kirameki faces a new threat when a Sandbiter infiltrates the Kingdom. This intruder turns out to be Saga, Kirameki's half-brother and former playmate, who seeks to seize control of the Kingdom of Time.
