In the heart of the 21st century, Tokyo continues to expand rapidly, encroaching into Tokyo Bay with extensive landfill projects to accommodate its burgeoning population. Suddenly, a catastrophic earthquake strikes the city, causing the reclaimed land to liquefy and leading to devastating damage in the newly developed areas. The Self-Defense Force Rescue Squad Four is dispatched to assist in the aftermath. However, what they uncover is a sinister plot of murder and destruction that nearly annihilates their squad. Only two members survive: the fierce Rei and her composed, attractive partner Uozumi. They find themselves fighting for survival. Their only refuge and support come from an unexpected place: a bar named Chicago, located in south-Shinjuku. As the earthquake devastates Japan's largest city and capital, leaving countless fatalities in its wake, Rei and Uozumi search for survivors amidst the ruins of Bay District D. Instead, they discover a series of mysterious dead bodies—each with bullet holes. Without warning, they come under aerial gunfire. Are these the killers? If so, what are their intentions? Barely escaping with their lives, Rei and Uozumi learn that their squad is labeled as mere "collateral damage," with all records erased.
