No, you misunderstood what was said in the chapter. The ritual isn't to stop them from going to hell. The ritual is to send them to Hell because their souls have no where else to go, but also cannot go to hell on their own.
Shinigamis who aren't as powerful simply become energy after dying, with that energy going back to the Shinigami world. Captain-level individuals have souls that are too strong for that and thus they don't convert down to energy and are thus stuck as is.
The purpose of the ritual is to allow them to be freed from that, and it sends them to Hell, where they will likely continue hunting hollows in there.
As for Hollows, they just go straight to Hell when they die.
