Yanagi is a 1st lieutenant in NOA and serves as Hyde's right-hand man. He is both intelligent and strategic. Despite his loyalty to Hyde, he maintains close communication with Shiki.
However, Yanagi's true allegiance is to Utsuho, whom he reveres as a deity. It is later revealed that Yanagi is actually a clone, created for the Okikurumi experiments. Utsuho has deemed him no longer useful and had him imprisoned in NOA's jail cells, destined to be executed.
