A young underboss of a Yakuza group, Tsunaike dreamed of becoming the leader of all Asian crime syndicates. His strategy involved inciting a gang war between the Yakuza and the 108 Dragons. Once both groups were weakened, Tsunaike planned to seize control of their operations with help from his connections in the Russian Connection, a Russian mafia organization. Recognizing Freeman as a significant threat to his ambitions, Tsunaike vowed to eliminate him. Tsunaike was aided by Tanya, a beautiful Russian assassin who was also his lover. By targeting members of both the Yakuza and the 108 Dragons, Tsunaike grew increasingly bold and eventually set a trap for Freeman. However, they severely underestimated Freeman's prowess as an assassin, leading to the downfall and death of both Tsunaike and Tanya.
