Kusaka stands apart from his clan by advocating for peace and opening Japan to foreigners, enabling trade and elevating the nation's standing on the global stage through the Open the Country movement. In an attempt to prevent fellow Choushou clan members from burning down the British Embassy, Kusaka encounters a Bakufu (Shogunate) samurai who aids him and his comrade, Aizawa, in evading capture by the authorities.
Years later, their paths cross again, and Kusaka begins to develop feelings for Akizuki, who is teaching him English.
Kusaka shares a gentle nature similar to Akizuki but may be more optimistic. While Akizuki dreams of living in an era where society would accept them, Kusaka believes that patience will bring about necessary changes.
