A formidable figure, Tatsumi leads the ninja clan that Kenshin confronts while searching for Tomoe. In the OVA, he is portrayed as a physically fit elderly man dressed in a ninja outfit who delivers a severe beating to Kenshin before ultimately being killed by him. Tatsumi places great importance on Tokugawa values and is notably verbose, whereas his subordinates are never shown speaking.
In the manga, Tatsumi is depicted as an enormous adversary, roughly twice Kenshin's size. His attire resembles a judo uniform rather than a traditional ninja outfit, and he lacks visible pupils. Similar to other enemies Kenshin faces, Tatsumi's character is more brutal in the manga; he declares they will kill Tomoe after defeating Kenshin. He was also the master of Inui Banjin, and his death at Kenshin's hands serves as the pretext for his student to join Enishi's Jinchu campaign.
