Oogi holds the position of underboss within the Inada group, which is an offshoot of the Santou organization. Initially, he provided targets for Washizu to exploit. Alongside Yasuoka, Oogi intervened to save Akagi from a pointless demise at the Kurata gambling house. They then recruited Akagi as an assassin to face Washizu in a lethal confrontation.
