Sally is an honest and well-meaning major in the Alliance, assigned to the UESA's intelligence bureau. While working at one of the Alliance's medical facilities, she meets Heero and is intrigued by the enigmatic young Gundam pilot. Following the Alliance's collapse and standing opposed to OZ and the Romafeller Foundation, she chooses to support the Gundams. She eventually joins the Preventers, adopts the codename "Water," and works closely with Wufei, and later with both Lady Une and Lucrezia Noin.
