Shima is a young inspector (she mentions she's "only" eight years older than Eiji) who immediately recognizes Eiji's unique abilities, enticing (or bribing) him to assist with her ongoing case. She frequently encounters challenges with her superior due to being a woman, and an attractive one at that, while preferring to rely on profiling and Eiji’s visions rather than conventional evidence. Since Eiji isn't exactly known for his calm demeanor, Shima often leverages her authority to bail him out of tricky situations.
