A candidate for "Archangels' Think Tank" working under Zaphikel, Raziel is an I-Child, born from a forbidden union between angels. He endured harsh experiments before being rescued by Zaphikel. Unlike other I-Children, known as "rabbits" due to their red eyes, Raziel's eyes only turn red when he uses his unique astral powers. Raziel possesses empathic abilities, allowing him to sense and influence the emotions of others.
Assigned to survey the slums in heaven, Raziel meets Sheatiel and falls in love with her. He pleads with Sevothtarte to help her and the Ion Children living in the slums. Sevothtarte agrees but deceives Raziel by providing him with food and toys that are actually bombs intended for Sheatiel and the Ions. Raziel remains unaware that he might be Zaphikel's son, though this is never explicitly confirmed.
After Zaphikel's death, Raziel takes over the Anima Mundi. As its leader, he attempts to form an alliance with Hell's forces against Rosiel, but Belial outright rejects this proposal.
