As an infant, he was rescued by Ki Shou and became his 100th child. Despite having only one senin bone, he became the disciple of the eccentric Konronsan senin, Unchuushi. Under Unchuushi's modifications, Raishinshi’s skin turned black, and he developed the wind and lightning-controlling, wing-shaped paopei, Tensouyoku, on his back. With this power, he managed to escape from Unchuushi's tyrannical experiments. Initially planning to return to his father, he was instead concerned about his current form and thus gained fame as a thief for the people. During this time, he fought and lost to Taikoubou. Seizing this opportunity, he disbanded his group of thieves and after training in Konronsan, participated in the Shuu revolution.
Because he was busy having his wings remodeled (increasing power and upgrading to three pairs), he had proportionately less screen time compared to other characters. However, as the final battle approached, his appearances increased. In the manga version, by the time of his father Ki Shou’s death, they had not met, but in the anime, they were reunited. Raishinshi is a comedy relief type character with a hot temper.
