Tsukushi is a tall, quiet man often seen in the company of Usui. He tends to speak infrequently and displays as much emotion as Sasazuka, which isn't much. Tsukushi is portrayed as a dependable friend and police officer, known for his responsibility and punctuality. His loyalty to Usui is evident; he declined a promotion to continue working under him. Usui acknowledges Tsukushi's strategic acumen and has been impressed by his intelligence and upbringing.
Tsukushi's favorite food is "Ginza Bulgarian Probiotic Rush" yogurt. Missing his daily intake of this yogurt displeases him greatly, causing him to emit a dangerous and murderous aura that can give people stomach aches. His morning routine consists of lifting weights, taking a shower, reviewing paperwork, changing clothes, and consuming his yogurt.
He is also highly allergic to chocolate, an allergy that causes his face to resemble "an angel shot down," according to Usui. In this state, Higuchi describes him as looking "divine."
