Mr. Kipper was a journalist working for the Hamburg Talk. He was covering the murder of a middle-aged woman in Hamburg, Germany. Inspector Lunge misled him by suggesting that Dr. Kenzo Tenma, the primary suspect in the broader Middle-Aged Couple Murders, might be involved.
However, when Kipper discovered that the lead was likely false and that the nephew of the victim was now the prime suspect, he confronted Lunge angrily. Kipper accused Lunge of providing misinformation and stated that his newspaper would have to issue a retraction. But Lunge insisted that Kipper keep the story as it was, threatening to reveal information about Kipper's extramarital affair if he didn't comply. Lunge warned that he would hate to have to tell Kipper's wife about the affair.
Though furious with Lunge, Kipper agreed to maintain the story’s legitimacy. This was part of Lunge's plan to trap Dr. Tenma, who he believed would inevitably come to investigate the murder after seeing it reported in the newspaper.
