Mr. Hartmann was employed at Kinderheim 511 due to his high-ranking position within the East German Ministry of Health. Tenma reached out to him to gather more information about the orphanage and the origins of Johan Liebert. Intrigued by Johan's intelligence and manipulative abilities, Hartmann attempted to create a "monster" in Dieter, a child under his care. Hoping to make Dieter more like Johan, Hartmann physically abused him. Tenma discovered the bruises covering Dieter's body and took him to the hospital. Eventually, Tenma convinced Dieter to leave Hartmann for his own well-being.
