Inui is a camouflage-wearing, hand-to-hand fighter who mirrors Sanosuke in intelligence. He is the student of Tatsumi, the leader of the ninja group that attempted to assassinate Hitokiri Battōsai. Inui claims he joined Enishi's Jinchū campaign due to his master's death, but in reality, he uses this as an excuse to fight and showcase his strength.
Inui wears wrist gauntlets called tekkō, which he boasts can deflect any attack, even bullets. He relies on these to compensate for his poor ability to withstand damage. Skilled in Jutsushiki Muteki-Ryu, a blend of various martial arts styles, Inui often brags about being invincible and undefeated. However, Sanosuke realizes that Inui's confidence stems from wearing the tekkō and that he only picks fights with those weaker than himself.
