Seems to me Miwa Shirow is seriously implicating the two (romantically) as of late, and it's becoming even more obvious than before. While I'm still unsure what to feel about Haine and Naoto becoming a little too friendly with each other, I wouldn't be opposed to seeing some form of romance, no matter how subtle, from a series quite as nihilistic as this.
Btw, is that 'the twin' coming out of the tunnel? It has kinda been a while since so I'm really looking forward to seeing those two again in action.
