So according to the conversation between the world scientists, Tetsuo's power is comparable to a miniature Big Bang. It's then implied that Akira's destructive power completely mirrors Tetsuo's ability as though Tetsuo can bring back what Akira sent away. Perhaps this is dealing with multidimensional theory.
