To me all the Visards are like Ichigo pre Dangai Training or the Ichigo vs. Haschwaldt. They do use Shinigami power but from a weak, sort of fake source.
The difference between Ichigo and Visards is that he mistook his Quincy blood for his Shinigami power and treated his real Shinigami power as some sort of inner demon.
Visards have their Shinigami soul in constant state of fight for dominance with their artificial inner hollow. It's like with Persona 4. Shinigami power vs evil Shadow Shinigami power. One has to accept the shadow to be truly strong.
Visards did not fully break the boundary between Shinigami and Hollow. They aren't using their power the way they should. The fact that they could use their Hollow mask for limited time is proof.
Now that all the Visard Captains are in near death state maybe they can reach deeper into their inner world and finally unlock their true power. Normally Shinigami would either perish, turn hollow or become entity like Whitey. Urahara used Hougyoku on them and stopped the process.
That is why I think Visards powers are incomplete and why they are so weak.
Remember Tousen in FKT? He released his sword and took form of his sword spirit more or less. It killed him in the end cause maybe he used it the wrong way.
Next chapter we might see Rukia face the As Nodt as She tends to wounded captains just to be helped by Byakuya. He has score to settle ;)
