Also as I suspected, everyone in the steinritter as well as Bach aren't living human but soul.
Once again, the holy selection was pretty much an handpick from what Bach recognized as a "Quincy". He chose to let live every pure blood quincy but if there's individual that caught his attention it's no wonder he also let them alive.
It wasn't a machine-like behavior that killed every quincy that wasn't pure, it was whether Bach allowed you to wear the name 'Quincy' or not.
There are so many reason why Ishida's father could have been left out by Bach that it does makes sense.
-Ryuken haven't been able to be retraced by SS so it wouldn't be weird for Bach to miss him too.
-Ryuuken denies his quincy blood. For someone like Bach who takes pride on his blood, Ryuuken might not be considered his "son" anymore. They don't have anything to do with each other so Bach does not consider him a quincy anymore but "a human that is spiritually aware".
-Ishida might have made a deal with Bach about that, actually it's pretty sure that there's a deal behind it because the change of Ishida's character is too big.
