Except Mayuri's findings was set up to come into play later on in the series (well if it does). If it was so important, why didn't Uryu or the Soul Society just tell Ichigo? So because Uryu had a weird look, that suddenly becomes foreshadowing?
Uryu did not have weird look. We heard his thoughts in that chapter which clearly pointed out his interest, worry and ominous feeling about the badge.
And why soul society did NOT tell Ichigo everything? Well this chapter also pointed that out as possibly VERY huge plotpoint. Why they did not tell him indeed. Ishida also wonders that.
Everyone who was reading this manga wondered about it back then too - Ichigo was handed the badge by Ukitake after Ukitake noticed something. He said its supposed purpose yet NO OTHER non-captain SHINIGAMI had any idea of such purpose.
And Ishida did not tell Ichigo for the same reason others would keep him in the dark - to protect him. LEts face it, they barely escaped SS back then with their lives due to aizen. The last thing Isshida needed is for ichigo to barge in there again. As this chapter pretty much shown, Ishida does not want to sow doubts and wants to wait till he has some clear indication on whys and hows.
