I thought that too at first but it could be the other way around. Ichigo might be the one whose memories of Tsukishima are erased. I only think that cos him being a cousin seems like it has something to do with how he came to acquire his fullbring and erasing memories has been his thing so far.
This arc has some promise, I reckon. Although the absence of the rest of the cast is still a worry.

However Cousin is still possible - we know tsukishima is hiding from public sight for some reason, we know Ginjou knows A LOT about Isshin, so it would not be surprising if Tsukishima knew or was related to Isshin and thus to Ichigo.
What if Tsukishima is not really "altering memories" but cutting the blocks? Like if let's say some badass bearded father shinigami and his shop-owner friend(or certain untrustworthy claymore-wielding villain) made sure certain person can't be remembered for whatever reason....and Tsukishima is just "cutting away" the spell that blocks those memories? Ishida gets cut actually because he did not know Tsukishima and tsukishima made a mistake, Orihime has vague feeling of knowing him because she most likely saw him living in the same town near ichigo and etc...
Not to mention:
another fishy thing: "good" fbs just so happen to send Ichigo home RIGHT WHEN tsukishima is there. Connecting it to Yukio fast-forwarding time AFTER looking at the clock ads another argument towards the theory of Ginjou's fbs being the villains.
And then we have ginjou fueling Ichigo's lust for power telling us about the awesomeness he can achieve.
And then the fact that the power up was NOT revealed as typical shonen power-up(in battle), thus adding doubts and arguments towards its more negative side.
Now I bet we will find out on if Tsukishima is working AGAINST ginjou as good guy or working for ginjou.
