And suddenly we jump to battle. Negi learned lightning dodge and rocket punch while training with Eva, plus got a lot of confidense. Tsukuyomi now lusts over him and spawns a hellish ammount of demons, forcing Negi's party to to probably divide and work outside of planned.

Tsukuyomi is strong, much stronger than Setsuna. If Setsuna win it'll be from plotkai alone.
Let not take Negi speedblitzing and pwning her into account, Tsukuyomi demonstrated some high level shinmeryu technique which Setsuna has yet to master, her swordmanship is more refined and she have more battle experience than Setsuna will ever have even by the end of the manga. She was ready to fight Negi so I'm pretty much sure she have some trump card on her own but she stepped back because Negi is reserved by Fate.
That said I can only beleive that Tsukuyomi will have to be beat down 2vs1 because yeah it's never unfair to beat a small number of people with a big number of people when you are in the main character group.
Could be, but Tsukuyomi's lust might get in her way and give her a disadvantage. Not to mention that we are still not sure of what exactly does Setsuna's pactio with Konoka does aside of summoning a very big sword.
Also, taking in mind the chapter in which she performed the pactio with Konoka, it might be implied that she unconciously gets stronger when protecting Konoka directly.
