At the end of the last chapter, Itto kills the fire watchers leader and makes his way along the river by boat. Word gets out to the Daikansho that Itto is near, so the daikan uses this news to his advantage and sets out to signal Itto with a large fire that's burning in the shape of one of Itto's secret messages. In the distance, Itto is coming down the river and sees the fire at which point he navigates toward it. The daikan has called Itto to ask him for a loan of 9000 ryō to build a canal that will bring water from a neighboring town to irrigate their fields since they're facing severe drought and famine. Itto says no, so the daikan pretends to corner itto with gunmen, but Itto doesn't back down. The daikan asks Itto to stay as an apology for pointing guns at him, but his true intention is to show Itto how badly people are suffering so that he'll feel bad and help them. It obviously doesn't work, at which point Itto begins to leave as the peasants get angry and start throwing rocks at him. Itto didn't give a shit in the end and honestly why should he? He doesn't owe them anything and he's not a bank to be asking for a loan from. The money he has is his and he's earned it.
