frieza making now 100% is only because it's probably his only way to keep goku occupied in the planet. the reason he didn't get that 'till now though he knew goku is super sayan is sure for the fact he knows he's stronger than him even in his 100%.
in other words, he just wasting time for goku to die with the planet.
