I have a theory that Toriyama made Goku's tail regrow just as he came up with the idea of using the ape in the final fight. So that would be a pretty good indication of how far ahead Toriyama is in his writing.

I don't think Roshi can keep him under his attack while he's transforming, Goku will become too OP.
