Except that during the future arc Tsuna actually grew up a little and seemed to finally except his responsibilities but now he's back to square one again. It really annoys me how the character development in this manga gets reset so easily. Also, I'd say Mukuro is the antihero of the group. He has many villainous qualities but we've seen him sacrifice himself for the people he about. Who does Hibari care about, Namimori?
I agree with you, I'm just saying that they introduced him as the unlikely hero. And most anime never change their character's personality in such a big way. The point I was trying to make is that it's stupid to only complain about Tsuna not changing, while none of the characters really change.
Also, I think both Mukuro and Hibari are antiheroes. The most commonly accepted explanation of the word is 'a protagonist with values opposite the archetypal hero'. Easier said, someone who does good but not just to "defeat evil".
Hibari and Mukuro both fight for the right cause, but only because of their own agenda's.
