In most of his appearances... he's just... there. That's certainly how it's like in the Remake where he just appears with no warning whatsoever. It's a bit unfortunate but it's one of the cuts that I'm actually ok with.
The original anime episode 51 also expanded on his backstory and made it way sadder. I'm not too surprised that in the manga it's only a few panels.
