Well, Tsuyuko isn't the first person to cause rain trouble to Ataru. Maybe the reason chapter 38 was never adapted into anime was because it was too similar to this story? Who knows.
Tsuyuko's design is so good. Simple yet elegant. Too bad she has such a horrible curse. Thankfully for Ataru, the only thing he's allergic to is electricity.
