The character development of this manga is really low, vague. The author jumps from one story to another, way too episiodic to me. I hope the author is doing this on  purpose to foreshadow something related to the actual plot, if that isn't the case then I will be very disappointed from this manga.
I know your post is from 2014, but you're in for disappointment. Junji Ito never focuses on developing characters, he focuses on taking x concept and telling a creative weird-ass story about it. The characters in his stories are mostly there as blank slates waiting to suffer by his hand.
That's one of the main reasons I don't enjoy his longer works as much as I do his short stuff. Too much of the same character for too many pages.
