Same stupid question that always gets the same answer.
This scene is by definition ecchi, though most people don´t complain about it since it´s drawn in a mundane setting with a calm atmosphere and no threat towards the protagonists or their allies.
The context is slice of life, which is fine to have occasionaly in a Shounen that´s mostly about fighting enemies that want to take over the world. However the fanservice has been delivered recently consistenly while said enemies kept trying to take over the world. Which breaks any tension or immersion it´s audience may have, and makes the series into the laughable mess it has become.
