Art and interest in ones work often just fades over time as people get bored of what they're writing, or just want it to end already (this is usually more talked about in relation to rushed endings).
It's also just true that as you write and draw things, you lose energy over time. Look at how expressive things are in early Naruto, especially chapter 1, then compare it to the war arc where 90% of the characters just wear the same clothes.
That's not to say this is always bad, it's pretty well known that Super Saiyan was introduced because Toriyama got tired of having to colour in Goku's hair all the time.
In this case its also worth noting that the quality of the actual scans has decreased in quality as well.
