He wanted to be just like all might. Society at that time was very VERY insistent that pro hero = hero. Anyone not licensed was a criminal (an entire spinoff Manga is basically this entire concept).

So he thought they were one in the same. All might and stain both taught him that no, a hero has nothing to do with what they are licensed for.

As for the end... I actually don't disagree there. Based on the entire Manga, someone SHOULD have said that he already is a hero and doesn't need the suit. It does help him protect more, but it should have been clear that it doesn't make him any more of a hero than he is.

That one part is a bit of a letdown, but everything else still stands. Even if deku doesn't see it still (SOMEHOW), he has always been a hero. At the very least, Bakugo sees it that way (mentioned it a chapter or two ago), so I guess that's a decent consolation
