My gut is telling me if he is her father then there would be a small clue when the mother and the teacher met. Also government ambassador sounds legit since it lets the story continue without any huge government problems which feels on brand here. It feels like the author just doesn't want "the government taking away the special child" to be an issue and just lets the story play out as a school story with magic puberty. Everything else is just something that would get in the way.
