According to Wikipedia, incest is human sexual activity between family members or close relatives. This typically includes sexual activity between people in blood relations, and sometimes those related by affinity (marriage or stepfamily), adoption, clan, or lineage.
They are not blood related, but they are considered as stepfamily. This is definitely incest. Not that I mind, though.
