There look like there two ways of leveling one is by clearing dungeon you give a creatin amount of level depending on the dungeon no matter your level be it 1 or 9999 if you clear the basic dungeon, you gain one level if you have not reached the cap of the dungeon. The other is by killing monster and that depends on the monster level to your level on how much exp you get. The mc is using the dungeon clear one to level up the so-called all-star use the monster killing to level up because their skill let them hit outside their level range so that level 1, they could most likely take on monsters in the 100 to 200 range and so on.
