this is really poorly explained
in the beginning, and more recently, on the train, it was mentioned that it is really rare for a commoner to be able to use magic.
Also, earlier, the mc mentioned that if someone doesn't have any stars, then they're either a commoner or they have ties to the "underground" essentially meaning they're gangsters or something of that sort.
When mc first joins the academy though, they just assume that he's a commoner that can't use magic.

I don't understand. Can someone explain? Why did he rescind his statement to issue the decree when she mentioned the bodhi root? How is that significant to the regent estate and why could it reverse the situation?
