Only wasted side characters were rock lee and Neji, the others never showed that much promise, from the beginning it was always about Naruto and Sasuke. No new jutsus? this has to be a joke, Rasen shuriken, kirin, sage mode, Susanoo, planetary devastation etc. Sakura did more post TS than pre TS. Talk no Jutsu is narratively amazing, dont really get what you are alluding to with this point, edo tensei was established pre TS, DBZ type fight was only once. In the war arc, it wasnt just big blasts, there was more hand to hand and jutsu based fights. Kishi never fumbled the akatsuki.
