As weird as this initially sounds, I think she is like a superior version of Gru from Despicable Me. Now hear me out, she does her absolute best to be evil while be blatantly good while idealizing evil, and they both put so much effort into their craft and generally think outside of the box while wanting to help people even if her desire to help people is much stronger they are both nice people. anyway the way the she conducts being the best villainess is eclipsed by her desire to acquire skills needed to get there yet has her nature shine through which I find as a nice change of pace from the Otome Isekai Villain don't die route, like a satire of it while still being it.
