Graduating from the same naval academy as Ichiro Ougami at the same time, Kayama was originally intended to replace Maria as the leader of the Hanagumi. However, it was discovered that his above-average spiritual powers were insufficient to operate a Koubu. General Yoneda then found a different role for him. Commanding the Tsukigumi, or "Moon Division" (the reconnaissance and intelligence unit of the Hanagumi), Kayama's responsibilities include carrying out all covert missions for the general. He is frequently seen in disguise while discreetly passing on information to Yoneda. Kayama possesses some limited psychic abilities, including the power to induce hallucinations in others.
