Death Phantom, who calls himself Wiseman, is an immortal form of Chaos from the future. In the English version of the anime, he is referred to as Doom Phantom.
In the manga, Death Phantom was originally a human residing in the future kingdom of Crystal Tokyo. He possessed dark powers, including his "death hands," capable of attacking people over vast distances, and his "evil vision," which could control others' minds merely by looking at them. Due to his malevolent actions, Neo-Queen Serenity banished him to the desolate tenth planet, Nemesis. Over time, Death Phantom merged his spirit with Nemesis, becoming one with the planet. Concealing his decaying human body, he psychically reached out to Earth to find discontented individuals. Convincing some inhabitants that the utopian Crystal Tokyo was unnatural due to its citizens' immortality granted by the Silver Crystal, he formed the Black Moon Clan.
Calling himself Wiseman, Death Phantom led the Black Moon Clan in a nearly fatal assault on Crystal Tokyo and then traveled back in time to Sailor Moon's era to obtain the Silver Crystal and exact revenge. He showed little regard for his pawns, manipulating and sending them to their deaths. Even Rubeus was killed by him. When Chibiusa became a new conduit for power, he filled her with dark energy, turning her into Black Lady. After Demand realized the truth and attacked Wiseman, his decaying body shattered, but Black Lady revealed that Wiseman was Nemesis itself. With all his followers gone and Black Lady reverted to Sailor Chibi Moon, he attempted to kill the Sailor Senshi with a dark energy swirl. However, Sailor Moon and Sailor Chibi Moon destroyed him with a Double Moon Princess Halation.
In the anime, Death Phantom first approached Prince Demand when he was young. The Black Moon Clan were descendants of traitors exiled to Nemesis centuries earlier by Neo-Queen Serenity and King Endymion. Posing as Wiseman, Death Phantom manipulated them to gather power for himself, promising them the ability to appeal for amnesty for Nemesis' innocent inhabitants. His influence gradually warped their minds, leading them to seek revenge and the destruction of Earth. Wiseman advised Rubeus for a long time but remained indifferent to his death. He humiliated Esmeraude, leading to her transformation into a monstrous dragon and her demise. Wiseman also manipulated Chibiusa’s memories to turn her into Black Lady. When Saphir discovered the deception, Wiseman killed him. Ultimately, Death Phantom was destroyed, but Nemesis and its inhabitants survived.
