Raoh is the eldest of the four adopted children trained by Ryuken, the previous master of Hokuto Shinken. The manga and anime provide two different origins for Raoh throughout the story. Initially, Raoh and his biological younger brother Toki were adopted by Ryuken after their real parents died. In a second origin, it's shown that young Raoh and Toki, along with an infant Kenshiro, were refugees sent to the "Eastern Land" to be trained in Hokuto Shinken by Ryuken. Raoh trained under Ryuken alongside Toki, Kenshiro, and another student named Jagi. Despite his ambitions to become the greatest martial artist globally, Raoh lost the rights to succeed Ryuken to Kenshiro. Unwilling to relinquish the style, Raoh killed his master Ryuken in combat and formed his own army, assuming the name Ken-oh, King of Fist. His subordinates include his adoptive brother Jagi, Amiba who impersonates Toki, Uighur the Warden of Cassandra Dungeon, Juda of Nanto Seiken, and Ryuga of the Star of Sirius, among others. Raoh also begins to ride a large black stallion named Kokuoh-Go. Raoh first appears in the story after Kenshiro and his allies destroy Cassandra. Raoh and his army then occupy Mamiya's home village. Rei challenges him first but is easily defeated. Later, both Kenshiro and Toki challenge Raoh but fail. Raoh and Kenshiro fight again, ending in a stalemate, both too wounded to continue. After Souther's defeat, Raoh re-emerges to resume his "conquest of the heavens." He gauges his recovery by defeating Koryu, Ryuken's former rival. Raoh then defeats Toki but spares his life due to Toki's terminal illness. Raoh later fights the warriors of the Five Chariots, discovering that the Last General of Nanto Seiken is Yuria. He rushes to capture her but is confronted by Kenshiro, now mastering Musō Tensei. Raoh escapes with Yuria captive. Determined to overcome his fear from fighting Kenshiro, Raoh challenges Fudoh, learning he must experience true sorrow to learn Musō Tensei. Deciding to take Yuria's life, he discovers she too has a terminal illness. Feeling sympathy, Raoh masters Musō Tensei. He challenges Kenshiro to a final battle at Hokuto Renkitōza. After a grueling fight, Kenshiro emerges victorious. Raoh praises Kenshiro's strength before using his remaining energy to restore light to the world.
