Hiura seems emotionless and once told Yoshimori that he thinks of nothing when using his powers. Initially hostile towards Yoshimori during their first encounter, Hiura later reappears claiming he has been ordered to assist the Kekkaishi. However, it becomes clear that he is merely a puppet who follows his current master's orders for the time being.

It is later revealed that Suigetsu named him and that he was previously known only as Sango (Number Three). He was raised to be a puppet for Oumi.
