Fisheye appears as a slender, effeminate male with long, pale blue hair.
In the anime, similar to Tiger's Eye and Hawk's Eye, he focuses on his ideal romantic interests, who are typically young males. His magical attacks are water-based, but he prefers knife-throwing, despite not being particularly skilled at it.
Many of his disguises involve crossdressing, allowing him to pass as a woman to attract his targets, who are usually heterosexual males (he was honest about his gender to the one gay target he encountered).
Unlike his companions, who are quite superficial towards their victims, Fisheye seems to genuinely care for many of his targets, often developing a childish crush until they reject him. This included Mamoru Chiba, whom Fisheye developed feelings for and even kissed.
Fisheye is the first among the trio to question the morality of their actions. His wavering loyalty nearly gets him killed by Zirconia. Midway through the series, he and his cohorts are absorbed into Pegasus' world with the promise of rebirth as real humans.
In the manga, Fisheye has a minor role where he is sold to Ami Mizuno in fish form. He gives her nightmares about her father abandoning her, leading her into a trap. She powers up and defeats Fisheye with Mercury Aqua Rhapsody, after which he is killed by Sailor Moon and Sailor Chibi Moon.
